You can increase the number of Tempered Steelwing drops with a couple of tricks. Its Tempered Steelwing material will drop like candy - both from “shiny” drops (those glowing, white stones that pop off of monsters) and in your quest rewards whenever you report to the Handler. Specifically, you can acquire it by fighting any Tempered Kushala Daora in the Guiding Lands. The Tempered Steelwing comes from exactly where you probably think it does: a tempered monster.
